  2. I don't know what I'd think of my city governments doing that. My state constitution doesn't allow for deficit spending. The only exception is a natural disaster, and that's if it exceeds the "rainy day" fund set aside to cover them. I've lived in 2 states, and neither has allowed it. Edit: If a bill like this was passed to allocate funds to a project, it wouldn't be funded until the following budget and the budget has to be balanced. Meaning that money would have to come from other areas. We have done it, but there's a timed millage tacked on the pay for it that we vote on.

  3. The thing is, the votes are paid for, and you've just seen how. This isn't new in Chicago. It is THE most corrupt government in the country. Just look up how many politicians from there end up with fines or even jail time.

  5. ​ @rustyshackleford1062 ​ Chicago politics is extremely corrupt. Has been for over 100 years, so it's completely ingrained into them. Nothing he's done to benefit himself is unique. Someone explained what happened to DC under Obama was Obama instilled Chicago politics into the federal government. Most of those votes are paid for in some way.
