  1. It's Twitch's fault because they didn't enforce copyright for years. Not until a bunch of streamers kept putting up copyrighted music and the music industry came after them. So a lot of streamers got very comfortable just showing licensed stuff without consequences to their audience. Now that it's enforced they know to avoid music because that's what Twitch went after the hardest, but they have no clue about other stuff because Twitch is still pretty lax in that area. They really only get any kind of pushback when they upload their stream to YouTube because it enforces it sometimes to the extreme. That's why I think there's such a disconnect between Twitch streamers and Youtubers on this issue.
