They had him be VP because it was a death sentence for a political career. VPs didn't run at that time. It was funny how that backfired.

Basically they're the whipping dog of the President. The President sends them when they don't want to meet with someone but it would be a diplomatic insult to not have a high person go. If it's somebody really important and the President sends the VP to talk with them, it can be an intentional insult (you and your problem aren't worth my time) while still meeting the requirements of decorum. Edit: The people believing the VP is sent as an equal because the President can't be everywhere at once are hilarious.

@highplainsgrifter600 Better than Lincoln and his successor from your neighborhood Indian who actually knows history. Most tribes have been compensated for the land lost under Teddy that he turned into natural parks for preservation and conservation. Those that haven't is because they turned it down. The number of us that were killed under Lincoln and Johnson can't be compensated.
