  1. It's because most new funding goes to administration positions rather than into the schools. They just hand out a new administration position they created for their buddy. The funding over student doesn't increase or does so very little.

  2. They aren't armed and it's against policy for them to enter a scene where violence has or is occurring before it's been cleared by police. That's because they aren't trained to deal with violent people. That's why hospitals have security.

  6. To an extent, but that still wouldn't stop all crime and police would still be needed. Some people are born messed up and no amount of help is going to fix them. People suffer brain damage that causes them to become violent too. There's lots of things completely out of human control that factors into things and it's incredibly ignorant to believe crime will just magically stop. We know a lot of homeless are that way because they want to be and don't want the responsibility that comes with owning things. So why should they be a problem for the rest of a society they don't want to be apart of? Any other point in human history, not just the US either because this is an issue all over the world, they would have died. Now we feel obligated to care for them even though they don't want it. It's only once a country becomes wealthy that they suddenly become a problem for everyone else.
