It took longer than that. It took Ford being able to mass produce them to make them affordable for most people. The car was invented in the late 1800s and it wasn't affordable until 1920s. It still took awhile after that for them to have the ownership close to what we see today. And that was for a major improvement in mobility, convenience, and function compared to the horse. That's not the case here. Electric cars are a step down in those areas. They can't haul very much, have a much more limited range, and take a lot longer to recharge than it does to refuel causing a decrease in convenience. The electric vehicle isn't a step forward in anything that matters when looking at huge inventions like the car that change all of society. Edit: If they were on the level as the car, there would be no force coming from government. People would flock to purchase them. Instead they currently account for about 1% of the total car market. Nobody wants them. Also going all electric will require a completely new power grid and new power stations.

If there's no gas line available to my house, I still can't have a gas stove. It's still a ban on them. It's just a sneaky attempt at a ban. No restaurant is going to cook on an electric stove so no new restaurant buildings either?
