So since you're focused on non violent does that mean fraud shouldn't be prosecuted? That's handled differently if it's committed by mail too. It's illegal to send any controlled substance through the mail. No matter if the substance is legal or not. If my son mailed a prescription to me, that's in my name, he'd face similar charges. It's only legal for pharmacies to do so. So your friend would face charges even if weed was legal.
