  1. A bit of the "homeless" children in school. If they're living with their grandmother and she doesn't have legal custody, they're considered homeless. It doesn't mean they don't have a home. It just means they aren't living with who has legal custody. Edit: I know this because I took in a friend of my son who was in an abusive situation. Even though they obviously were being cared for, they were considered homeless. You find this a lot for teenagers. They try not to process them and put them into the system beyond a certain age if they've got a place to stay.
