  1. Most people aren't charged based on a grand jury. Grand juries are used when the prosecution isn't sure they have enough evidence or when it's going to be a jury trial. Most crimes don't go before a jury, but are decided by a judge. If everything was a jury trial, it would take even longer to prosecute serious crimes like murder and grape. Most waive their right to a jury trial and a speedy trial.
