Real freedom in liberalism means that every individual is as valuable and autonomous as any other one, thus everyone's individual freedom (choice) is above their group's choices and only then everyone has equal right for freedom of speech to express and exchange information between individuals.

Every person is perceived as autonomous and equal to prevent chaos and manage diversity, but irl ruling classes always have been holding authority to prevent real equality and prevent violence against oppressed majority.
