  1. 39% in 1996 when Clinton won reelection. Keep in mind there was a strong independent candidate in 1992 and 1996. Ross Perot. Clinton never got 50% of the vote in either election. Absent Ross Perot, Clinton would have lost in 1992. So, I am not sure 1996 is even a valid year to compare.
