  1. This is pretty simple. The House is "declining prosecution". If you get a traffic ticket and go to court and the Police Officer doesn't show up...case dismissed. Reason? Declined to prosecute. McConnell sets the "court date", if the House does not send managers to prosecute...case dismissed. Then let the Democrats challenge it in court!
