  1. Government spending has NEVER been reduced under ANY administration or Congress, no matter who was in control. The Republicans are NOT proposing to "reduce spending" and never have. They are proposing to reduce the amount of increase in spending. "Reduce spending" in Washington speak means "We will increase spending 8% instead of 11% and therefore we 'reduced' spending by 3%" Or they may even get creative and say they "reduced spending 27%" (3 = 27% of 11)
