  2. You mistake the intent. This is an election year. The purpose of the vote is exactly TO get the Democrats to stop the change which will then be used by Republicans in their campaign ads...just as they will say NO Democrats voted for the tax cuts. Many times legislation that is known to be a lost cause is put up just to get a recorded vote on the issue.

Susan...when the tax bill passed and it became obvious it was a liability for the Democrats, the Democrats started making whiny excuses that they WOULD HAVE supported it IF the individual tax cut would have been permanent (which would also have required 60 votes in the Senate) So the Republicans are calling their bluff. They are going to force them to vote on it, and when they vote against it, the Republicans will use it as further fodder for their campaigns. Congress is done with any further big legislation for this year (if you didn't already know that) Some of these things will be brought up just to use for campaign issues. It's an election year and this is election year politics.
