  1. Because a clandestine operation by one or more other countries (US, UK, China, Japan, S. Korea) infiltrated and destroyed his nuclear program, killed a bunch of the engineers and left him with nothing...and made it look like an accident No one will fund the restart of the program. His country is starving and he had only the threat of nuclear weapons to save himself and his people. That's gone. Time to get what he can. The whole "negotiation" is a farce, he has nothing to deal with and, oh yeah,Trump knows it.
