FYI...during the Vietnam war, the USA also deferred criminal punishment if convicted, non-violent, felons would enlist in the military for a minimum of 2 years, and if they were honorably discharged, their criminal record would be expunged. An acquaintance of mine, a classmate (I hesitate to call him a "friend") was convicted of car theft in 1969 (the year we graduated from high school). It was his third offense for car theft and he was offered 5 years in prison or 2 years in the military. He joined the Marines. After about 8 months of training, he was sent to Vietnam in 1970 for 1 year. After his 2 years were up, he re-enlisted and his criminal record was expunged. The last I heard, he had decided to make the Marines his career. Russia is not the only country that has used convicted criminals in war time...the USA has also done it.
