  1. Businesses NEVER pay ANY tax. The expense is passed on to consumers, shareholders or employees. In this case, the employees are 'paying' the tax by losing their jobs. The company moves elsewhere. This is especially easy when a business only has to leave 'city limits'. There are LOTS of states with no, or very low, corporate taxes. Businesses will vote with their feet.
