Excellent presentation. He is not providing "official" engineering services, he is merely giving an informed opinion. Such opinion may, or may not, be accepted in a court as expert testimony. The value of his opinion would be determined by a jury who are informed of his credentials. The final statement was the best, "the government does not get to decide who can speak". Seems like the government engineers don't like having their errors exposed.
