The Vatican is guarded 24/7/365 by Swiss Special forces (wearing jester uniforms to throw people off). He rides around in a bulletproof 'Pope-mobile'. The Vatican, all 110 acres of it, is a Sovereign state, to make SURE no other government can dictate policy. The Pope should stick to Catholic stuff.
