  5.  @Shiva99333  The committee chairman can introduce a change in rules for the committee and the majority of the committee (Republicans in the House) can approve it. They can change the rules to allow 45 minutes (or one hour, or whatever time they choose) for each party to ask questions uninterrupted. If you recall, this is what they did in the hearings for Justice Brett Kavanaugh. It can be done across the board, for all witnesses in all hearings, or for individual witnesses. Then they could ask a coordinated string of questions and not be derailed every 5 minutes. If witnesses knew they had 45-60 minutes to answer questions, the stalling tactics would go away. WHY don't Republicans do that? Because they are playing the game with Dems.
