Every word they say eats away at the Congressman's time. The more words they say that mean nothing, the less time they have to actually answer the questions. It's a filibustering technique. He may as well just read a Harry Potter book in response to questions. These investigations-by-five-minute-question-periods are ridiculous. The sad thing is that the committee controlled by the Republicans could change the format, but they don't. All it would take is a majority of the committee to change the rules, and Republicans have the majority. Change the Q/A periods to 45 minutes-1hour per "side", and continue the Q/A periods as long as needed. They could even use staff attorneys to ask the questions. This has been done in the past. Most recently the Senate Judiciary Committee did it in 2018 during the Kavanaugh confirmation process.
