  1. Mr. Roy, this bill was SUPPOSED to have been passed BEFORE October 1. This is the spending bill (the federal budget) for FY 2023. FY 2023 began on October 1. It wasn't. It wasn't passed until AFTER the election. Do you think that is "purposeful", Chip? Of course it is. Everything in Congress is purposeful theater. Stop acting shocked. Your outrage is purposeful theater.

  2. Who EVER addresses Congress without "purposeful theater"? When does Chip Roy address Congress without "purposeful theater"? Has he ever seen a SOTU address? And YES his speech WAS purposely timed to get the omnibus bill passed. When is ANY speech by anyone to Congress NOT for that purpose? Kind of a non-issue to waste "purposeful theater" on, Chip. Don'cha think?
