  3. Congress cannot "hold anyone accountable" in terms of criminal prosecution. Congress is not law enforcement. They can only refer to the DOJ for criminal prosecution. The House can impeach, which is NOT a criminal proceeding. If they impeach Biden, or Garland, the Dem controlled Senate will acquit them. If Biden quits...we get President Kamala Harris. If Garland quits, we get another Attorney General appointed by Biden.
