Non-profits have to file an annual form 990 with the IRS. What the sketchy organizations will show is that the majority of the funds are going to 'fundraising', 'overhead' and to 'salaries'. To maintain a non-profit status, at least 10% must go to the 'mission' of the non-profit. 90% is allowed to go to 'salaries' and fundraising, 'overhead', etc. While no person is allowed to make a 'profit', officers CAN be paid a salary for the work they do for the organization. And there is no particular limit on the salary (except that 10% of the total must go to the 'mission'). So...the EPA can give Stacy Abrams' non-profit $2 billion and Stacy can take a 'salary' of $500,000 or $1 million as the 'CEO'. Other salaries can be paid to other 'officers'. They can pay for 'office space' which might be someone's home. Only $200 million of the $2 billion MUST go to the 'mission' but they can 'pass thru' that amount to another non-profit NGO, for example. So the $2 billion gets 'washed' through the NGO and the actual organization doing the work gets $200 million.

I was a manager/director in a large, publicly traded, corporation for decades before retiring. EVERY expense I paid HAD to have a code delineating where the expense was 'charged'. (FWIW, this is what they 'convicted' Trump of...coding a legal expense AS a legal expense, but saying it was a campaign contribution). If I authorized an invoice with no 'code' on the invoice, the accounting department would send it back to me with a note "need code". NO BILL was ever paid without an invoice and an accounting of what it was for and where it was to be charged. The corporation's accounting department was audited every year by an independent audit company, who were provided with an office, and their auditors were there most days. The corporations books were being continuously audited. This is just normal business practice to protect the interests of the shareholders. WE, taxpayers, are the shareholders of the government and deserve nothing less.
