ALL businesses "pass along" the costs of ALL thefts. If not in retail prices, then in reduced dividends to stock holders or lower wage increases or curtailed benefits to employees. NO Business "bears the cost" of theft, or any other expense including taxes. ALL business costs are passed along to consumers, employees or the shareholders. That said...and not excusing the thieves, these retailers seem to invite this on themselves with very " liberal, no questions asked, return policies. They also have a "hands off" policy on shoplifting. While I understand that they do not want a store associate confronting a potentially dangerous person, it would seem that the level of theft would justify having trained security present. Even off duty police officers who can make arrests. We also need for prosecutors to charge these people when they are caught.
