  2. There was no "Russia" and "Ukraine" in 1954. It was all one country...the USSR. The naval base was the USSR's naval base and remained so. When the USSR ended and the Republics became independent countries, the agreed upon borders put Crimea in Ukraine. What happened in 1964 is irrelevant. What happened after December, 1991 is the important factor. Crimea IS Ukraine.

  4. Because the axis really didn't coordinate their "alliance". Better question...why didn't Japan take any action to prevent HUGE amounts of lend-lease equipment (tanks, guns, planes) being delivered to the USSR by the USA in the Pacific port of Vladivostok? That would have been relatively easy. In fact, Germany, Italy and Japan rarely (if ever) coordinated their actions with each other.
