  1. Because the axis really didn't coordinate their "alliance". Better question...why didn't Japan take any action to prevent HUGE amounts of lend-lease equipment (tanks, guns, planes) being delivered to the USSR by the USA in the Pacific port of Vladivostok? That would have been relatively easy. In fact, Germany, Italy and Japan rarely (if ever) coordinated their actions with each other.
