  2. That is how ANY insurance works. Whether it is ACA, Medicare, Medicaid or private insurance...that IS how it works. When you buy insurance, you are betting you WILL get sick, have an accident, have a fire or hurricane, be burglarized. If you AREN'T you paid for the ones who were. Even if they were stupid, careless, reckless.
