Cheney will lose. Palin and Tsibaka will make the runoffs. I doubt either of them will get the 50% needed to win outright. If they don't, the top 4 vote getters will be in the November election as a "runoff". With Rank Choice voting it will be difficult for Tsibaka to win. Palin probably will.

It's up to the state parties. Many states have "open" primaries where anyone can choose either party (but only one). There is no "party registration". You show up and ask for a ballot of the party you choose. Some states have NO primary elections at all, they choose candidates at a state party convention. Primary elections really only became a "thing" in the 1960s. Before then all candidates, including President and Vice President, were chosen at party conventions. Primary elections are functions of the state political parties, not the government. There is no "cheating" if the rules that state's party have set up are followed. If you want to change the rules, register as a Republican in that state and attend party meetings and vote on their procedures. Wyoming has "same day" party registration due to the remoteness of the state. It's a convenience for many voters who only "come to town" once a month for supplies. What Wyoming does NOT have are enough Democrats to make a difference in this election. Republicans have done the same thing. Rush Limbaugh famously and unabashedly promoted "Operation Chaos" during the 2008 primaries, encouraging Republicans to switch parties and vote for Hillary Clinton as he believed she would be "easier to beat" than Obama (who was leading in the delegate count at the time) He may have been right.
