Nice thought on the ports, but that would require all the Chinese and other Asian imports to go through the Panama canal which costs millions of dollars per ship, and many of the ships used now won't fit through the locks. There is a backlog of ships to transit the canal also and it adds 7-10 days to sailing time PLUS waiting time back and forth through the canal. Until Biden came along it was faster and cheaper to go by ship to CA and then by rail throughout the US.
