Very simplistically put. The look South strategy is all very well. To achieve success in any strategy many tactical battles have to be fought. We can’t wish away the tactical battles we will have to continue to fight on our Western and Northern borders. In regard to Afghanistan; in stock market trading, there is a saying that at times one makes more money just by doing nothing. By doing so you may not win any money but neither will you lose part of your capital resulting in net gain. India is in such a position where it does not have to stretch itself in dealing with Afghanistan and related issues – no gains but no losses too. You (SG) have already covered it well. Tail piece: We can’t say that India has been neglecting the South. Developing new Naval establishments in the South, making our own Naval equipment (The Aircraft Carrier, Submarines etc… ) indicate that India is aware and prepared for the new Geopolitical, if I may, realities.
