  1. The biggest "investment" is not putting boot on ground. What ever we did in Afghanistan is for the Afghan people. Afghanistan is a sovereign state whose people will decide what is best for them. I suppose nothing else is possible. So what different policy is there? Cohabit overtly with the Taliban?
