From what I understand, the reason why these girls were targeted is because many were from broken families and in care. If you come from a stable family, and you decide to go out at 1 am, its likely that your parents would not allow you. But in social child care nobody can stop you. You have a small staff overseeing the 'residents' at night, and they can't physically restrain you. They can't lock you in your room. There is no emotional tie between the child and the adult that gives one respect for the other. So what do they do? If there are two staff on night duty and a child walks out the door one must stay behind while the other does what? And if two or more kids decide to go out at 1 am what then? In social care there is rarely if ever the bond between child and adult that guarantees the concern for one about the other. No matter how good the individual social worker. And that makes these kids vulnerable. So there should be an addition layer of protection for these kids. If the state is to take on the responsibility for these kids then it must have the authority to act in their best interest. That is easier said than done. But that means that it is very much the business of the state to know what these girls were doing and with who. And to act if it didn't approve.
