  1. If your job was to respond to life threatening incidents like this every day of your working life in a society as tooled up as you, you too would pretty soon be taking no chances. The miracle is that this kinda thing doesn't happen more often.

  2. What would tracing the call prove? They would still have to respond no matter where the call came from. And if you're the responding officer, you're not gonna want to take chances with your, or the (fictitious) hostages lives.
