  3. £5 million divided by 600 is over £8 thousand. And no, no one owned any of the flats they lived in, because A) They would have been on lease. And B) If they had, it would have been their responsibility to see there were proper fire alarms and sprinkler systems. No one is covering up the 'true number' of dead.   5. People don't own their flats. You can't own a flat. You can own the entire building and live in a flat. You can lease a flat. But you cannot own a single flat because it is built onto other flats. It is one large building. That is why lease holders often pay ground rent and maintenance. Because if the roof leaks, it effects everyone. That is why you have tenant councils.
