  1. EU Postal Service Directive. Opened up all postal services in the EU to competition. The RM warned this would be the result. As it is legally required to provide a full service to all areas of the UK, while its rivals are not. Which means that it has to operate in areas where it makes a loss rather than a profit. So it has to make up that loss somehow.

From what I understand, Royal Mail was one of the few publically run services that was actually a success. But the RM isn't like TNT or DHL, neither of those have the responsibility for delivery of loss making parts of the mail sector. RM have obligations that those others do not, in order to provide a complete service to everyone. So the problem came about through opening up a service sector that in order for it to be a nationwide service, has to make a loss in certain areas. Where did that idea come from?
