I'm impressed by your willingness to believe the North Korean regime would abide by any agreement they made. Their whole foreign policy is built around blackmail. They promise not to shell the south for a while, and in return they get aid. But think how much more blackmail they could extort if they had nukes? Wouldn't it be better to do something about it now?
