And what if China can't constrain north Korea? Beijing pays off the Kim regime just like the US and just like south Korea. To keep them quiet. That's understandable, but blackmail is the only way north Korea can survive. Because its unworkable system can only exist thro foreign aid. The only answer is for an end to the Kim regime. If south Korea, Japan, the US, and China could bring that about that would be a good thing. But it needs responsible leadership on all sides ...Oh, dear =(
