  2. The joke is that Russia is basically a third world country with nukes. Economically, it doesnt even have the clout of Italy. And politically it can no longer even influence its closest neighbours. Let alone match up to the US in any way.

So they prefer to spend money on nukes, rather than what they should spend it on. Pretty much like the last time the KGB was in the kremlin. And btw, threats of war didn't work in Russia's favour during the cold war (which ended in Russia's collapse), what makes you think they will work now?
