The thing is that the regions of the world in extreme poverty are booming in population. It's the rich countries that are depopulating

@Rowlph8888 North-western Europe in the last 45 years achieved that by importing lots of immigrants from high fertility countries which in turn also boosted their birth rates. These days, the amount of high fertility countries is dwindling, thus immigrants no longer reliable source at boosting birth rates

US did not have universal healthcare or free childcare in the baby boom period actually. What you left out is cultural factors like during the baby boom era, US was also a far more rural, religious and conservative country than today. Those all contribute to higher birth rates too
