yeah, you're saying basically only open business, where its possible to keep a mask on during duration of visit. But you're kind of right. Apparently, cdc found that restaurants, bars and clubs increase your infection chances far more than retail for example. Thats also policy adopted by hong kong and south korea(both very successful). They put heavy restrictions/closed bars, clubs, restaurants, gyms and pools, where you have to take off mask, while retail for example never shut, or had many restrictions that applied to them, which helped keep many small businesses afloat and reduced job losses compared with countries that adopted total lock downs
