People can go into Louisiana unchecked, from other states while nz is an island nation, far away from everywhere else and has strong border control. Louisiana is far more dense. Also, louisiana had its famous mardi gras festival, which attracted people from all over the country and even the world, many who came from hotspots and brought the virus to louisiana
