  40. Those are true. However other factors come into play. USA is far more dense than canada, having 10 times their population in an area smaller than canada. USA is far more visited than canada, including from china and europe, previous hotspots, and now some cases are coming in from latin america too, as latin americans want to be treated in the usa instead of their poor quality overwhelmed hospitals in their home countries. If you compare canadian cities with american cities, their death rates are actually quite similar with exception of nyc
