I don't think China is telling the World that the internet needs to be free, it is saying that the internet ratings published by the U.S. is "Western Centric" and more priority should be based on the way Autocrats other than Democratic states operate, therefore tops marks should be given to restricting individual freedoms, altering or deleting problematic historical events and 24/7 biased propaganda for the regime and the percentage of Nationalistic fervour that can be achieved by demonising the West - Don't you know!?!
