  1. It is a wide systemic problem, but clarity of the situation is another systemic problem. The CCP is looking at introducing a yearly land tax to aid local government coffers and reduce the central government burden of bailing them out, but that would affect domestic consumption further and it is at a low level already, there are no easy answers so the problems will continue until China has a reset!?!
