  1. They are stockpiling food in vast quantities, it can be for a number of reasons, obviously it won't be a famine as they "are" stockpiling food to avoid that, if it occurs, so it could be a contingency or stockpiles whilst they carry out a military operation and expect disruption to supplies!?!
