Yes China and Russia both bastions of following international law, but only when it suits them, they ditch it when it doesn't, therefore the other countries are going to be led on a merry dance, but perhaps they are just trying to extort some cash and not pay it back, it's like a crooked card game and someone one day will turn the table over and all guns will go blazing, figuratively speaking!?!
