  13. BUt they sure like to be agitating little priks. Shining lasers on boats in the Philippines, squirting them with water canons. Fighting India over border disputes. Building islands and militarizing them in waters that are not theirs. Threatening to take Taiwan, a sovereign nation. etc. etc... A rogue dictatorship that nato can and will keep in check.
