They make them up as they see fit. IF we added up their claimed stats from the start of the war, Russia would have killed the total populations of China and india combined, and they would have lost 9 civilians.... ha ha ha Yet they STILL only occupy 20 - 25%% of the nation... Then the only nations that would join are those that wanted help with their war. Its a good policy and not going to change for UKraine or anyone else.
