Russia has enough nukes to destroy the entire world... as such they don't benefit one bit by any alliance with a country because that country may also have nukes.. the only country north Korean missiles benefit at all is north korea. It is they who have to hide behind them. Besides they aren't going to nuke anyone, and would benefit by friendship with nations with strong conventional militaries... but they have no real friends and nobody at all willing to fight and bleed for them. Nobody really likes them and absolutely nobody trust them.
