  19. THe countries have a buffer zone around them to protect themselves. Outside of that buffer zone is all international waters. It is not "Owned" by anyone. ANd can be used as trade routes for ships or whatever other legal purposes one feels the need to do.

They may permit some countries if they want, and not allow others or however they see fit. If China goes into neighbor countries that dont allow them there, then its illegal....
